What NVQ levels does MPTT assess?
MPTT assesses NVQs at Levels 2, 3, 4, 5, 6 and 7 across the qualifications most-used in UK construction: Plant Operations Level 2 (the Red-to-Blue plant operator bridge), Occupational Work Supervisor Level 3, Construction Site Supervisor Level 4 (Gold CSCS card), Construction Contracting Management Level 6 (Black CSCS card), Senior Construction Management Level 7, plus lifting NVQs at Levels 4 and 5.
Key facts
- MPTT is a registered NVQ centre with assessors registered across the qualifications listed below.
- NVQ levels map to job role: Level 2 (skilled worker), Level 3 (senior/advanced), Level 4 (supervisor), Level 6 (manager), Level 7 (senior manager).
- Each NVQ maps to a CSCS card colour: Blue (Level 2), Gold (Level 4), Black (Level 6 / 7).
- All NVQs are assessed on site by registered assessors. No classroom exam.
- CITB Levy-registered employers can usually grant-recover the assessment fee on every level listed.
Plant operator NVQ — Level 2
Plant Operations NVQ Level 2 is the on-site competence qualification for plant operators. It is the Red-to-Blue Competent Operator card bridge under both NOCN Job Cards-administered CPCS and NPORS Limited-administered NPORS. Assessment is per machine pathway (excavator, dumper, telehandler, etc.). Typical assessment window is 6–18 months.
Supervisory and senior trade NVQs — Level 3
Level 3 NVQs sit between operator and supervisor.
- NVQ Level 3 Occupational Work Supervisor. For team leaders and lead operatives running small groups of trade staff on construction sites.
- NVQ Level 3 Construction Contracting Operations. For senior contracting roles working below the Site Supervisor level.
Level 3 NVQs do not unlock the Gold Supervisor card on their own (that is a Level 4 qualification), but they sit on the pathway and are widely recognised on Tier 2 / Tier 3 sites.
Construction Site Supervisor NVQ — Level 4
NVQ Level 4 Construction Site Supervisor is the on-site qualification for site supervisors. It is the route to the Gold Supervisor CSCS card. Candidates evidence supervisory competence across health and safety, work allocation, quality control, working relationships and project management on live construction sites.
Lifting supervision NVQs — Levels 4 and 5
The lifting side of the construction industry has its own NVQ pathway:
- NVQ Level 4 Crane & Lift Supervisor. The on-site competence qualification for lift supervisors managing crane operations on site, working alongside or in lieu of the CPCS A62 Crane Supervisor card.
- NVQ Level 5 Appointed Person (Planning Lifts). The senior lifting NVQ for Appointed Persons who plan and oversee lifting operations under BS 7121, working alongside or in lieu of the CPCS A61 Appointed Person card.
Construction Contracting Management NVQ — Level 6
NVQ Level 6 Construction Contracting Management is the on-site qualification for site managers and contracts managers. It is the route to the Black Manager CSCS card. Candidates evidence management competence across project planning, contract administration, health and safety leadership, resource management and stakeholder communication on live construction projects.
Senior Construction Management NVQ — Level 7
NVQ Level 7 Senior Construction Management is the senior-manager NVQ for project directors, contracts directors and senior construction managers running multiple projects or large-value single projects. Also maps to the Black Manager CSCS card at higher seniority.
How to choose the right level
The right NVQ level is the one that matches the candidate’s actual job role and the CSCS card the contractor expects:
| Role | Typical NVQ | CSCS card |
|---|---|---|
| Plant operator | Level 2 Plant Operations | Blue Competent Operator (CPCS/NPORS) |
| Team leader / senior trade | Level 3 Occupational Work Supervisor | Mid-stage on pathway |
| Site supervisor | Level 4 Construction Site Supervisor | Gold Supervisor |
| Crane / lift supervisor | Level 4 Crane & Lift Supervisor | Gold (lifting-side) |
| Appointed Person | Level 5 Appointed Person | Gold (lifting-side, BS 7121) |
| Site manager / contracts manager | Level 6 Construction Contracting Management | Black Manager |
| Project / contracts director | Level 7 Senior Construction Management | Black Manager (senior) |

Quick answers to related questions
Which NVQ unlocks the Gold Supervisor CSCS card?
NVQ Level 4 Construction Site Supervisor unlocks the Gold Supervisor CSCS card. On the lifting side, NVQ Level 4 Crane & Lift Supervisor unlocks the lifting Gold-equivalent route.
Which NVQ unlocks the Black Manager CSCS card?
NVQ Level 6 Construction Contracting Management unlocks the Black Manager CSCS card. NVQ Level 7 Senior Construction Management maps to the same card at higher seniority.
Do I need a Level 3 NVQ before doing a Level 4?
No. NVQ levels do not stack in sequence the way academic qualifications do. The candidate enrols at the level that matches their current job role. A site supervisor goes directly to Level 4 without a Level 3 first.

Need the Right NVQ Level?
Midland Plant Training & Testing assesses NVQs from Plant Operations Level 2 up to Senior Construction Management Level 7. Tell us the job role, the CSCS card the operator or supervisor needs, and we will match the level, assign a registered assessor and book the initial site visit. Levy-registered employers get the documentation needed for the CITB grant claim. Multi-candidate fleets and supervisor cohorts are routine.
