Which CSCS card does each NVQ level unlock?

Plant operators: Blue Competent Operator
For plant operators specifically, the Blue card is issued by the scheme operator the candidate holds the Red on:
- Operator with a Red CPCS card → Blue Competent Operator CPCS card via the Plant Operations NVQ Level 2, issued by NOCN Job Cards.
- Operator with a Red NPORS card → Blue Competent Operator NPORS card via the same Plant Operations NVQ Level 2, issued by NPORS Limited.
- Dual-card operators can use the same NVQ portfolio to support both Blue card applications.
The Blue plant card is recognised on the CSCS framework alongside the non-plant Blue Skilled Worker card. Both are Blue. Both sit on the same colour code.
Non-plant Blue Skilled Worker
For non-plant trades (carpenters, plasterers, scaffolders, roofers and the rest), a Level 2 NVQ in the relevant trade unlocks the Blue Skilled Worker CSCS card issued by CSCS directly. The mechanism is the same as the plant route: portfolio-based on-site assessment, registered assessor, awarding-organisation certification, then card application. MPTT’s NVQ focus is on the construction supervision, management and plant streams; trade-specific Blue card NVQs are usually delivered through a trade-specialist NVQ centre.
Gold Supervisor: two pathways
The Gold Supervisor card has two main NVQ pathways:
- NVQ Level 4 Construction Site Supervisor for general site supervision (work face, team leadership, work allocation, quality control).
- NVQ Level 4 Crane & Lift Supervisor for lifting-side supervision (planning and managing crane operations on site, working under BS 7121).
Both result in a Gold-colour CSCS-recognised card. The lifting-side card carries the specific lift supervision endorsement.
Black Manager: Levels 6 and 7
The Black Manager card is the senior CSCS card. Two NVQs lead to it:
- NVQ Level 6 Construction Contracting Management for site managers and contracts managers running projects.
- NVQ Level 7 Senior Construction Management for project directors, contracts directors and senior construction managers.
The card is the same colour; the underpinning qualification reflects the level of responsibility.
Why the Red starter cards don’t need an NVQ
Red Trainee and Red Trained Operator cards are starter cards on the CSCS framework. They are issued on the strength of training and a test (CPCS or NPORS for plant operators; equivalent training-and-test routes for non-plant trainees). The Red cards have limited validity (typically 2 years) and the long-life upgrade requires an NVQ. This is by design: the Red gets the candidate on site, the NVQ confirms competence has been maintained, and the long-life Blue / Gold / Black follows.
What card does my project actually want?
Most main contractors specify the long-life card matching the role: Blue for skilled trades and operators, Gold for supervisors, Black for managers. Tier 1 and Major Projects are increasingly strict about this and will turn away operatives, supervisors or managers on starter cards. Check the project’s pre-qualification document or ask the site agent.
