How much does an NVQ cost?

NVQ cost depends on the level, the qualification and whether the candidate is funded through the CITB Levy. Plant Operations Level 2 sits at the lower end of the range. Construction Site Supervisor Level 4 and Construction Contracting Management Level 6 are higher because the evidence base is wider. Levy-registered employers can usually grant-recover most assessment fees.

What you are paying for

The NVQ fee covers six things, all included in the all-in figure MPTT quotes:

  • Awarding-organisation registration against the qualification specification.
  • Assessor time: initial visit, 2–4 observation visits, sign-off visits, and the assessor’s portfolio review time between visits.
  • Travel to and from site for the assessor visits (England-wide).
  • Portfolio support: structured templates, guidance, telephone and email support across the assessment window.
  • Internal quality verification (IQA) by MPTT’s internal verifier.
  • External quality assurance (EQA) submission and certificate issuance by the awarding organisation.

For Plant Operations NVQ candidates, the Blue card application processing is also folded into the all-in fee.

Why higher levels cost more

Three structural reasons make higher-level NVQs more expensive:

  • More units, wider evidence base. A site supervisor NVQ covers more competence units than a plant operator NVQ and the evidence required per unit is more substantial. A site manager NVQ is broader again.
  • More assessor time per visit. Observing a plant operator in the seat is straightforward. Observing a site supervisor running a work face, or a site manager running a project, takes longer and generates more written assessment material per visit.
  • Higher awarding-organisation fees. Level 4, 6 and 7 qualifications carry higher registration and certification fees than Level 2.

The result is that the NVQ Level 6 fee is usually 2–3× the Plant Operations NVQ Level 2 fee. The candidate is buying a more substantial qualification, end-to-end.

CITB Levy: who can claim, what to expect

If your company is registered with the CITB and pays the Levy, the CITB Grant Scheme covers most NVQ assessment fees, including the Plant Operations NVQ Level 2 and the construction supervision and management NVQs. Grant rates are published annually by CITB and depend on the qualification. The grant is paid to the employer (not to MPTT or the candidate). MPTT issues the achievement documentation the CITB needs to release the grant. For employers running multi-candidate cohorts, the grant materially reduces the net cost. Always check current grant rates on the CITB Levy and Grants page before budgeting.

Self-funding candidates

Candidates not covered by an employer CITB Levy claim can self-fund the NVQ directly with MPTT. We accept staged payments across the assessment window, which suits the way the qualification works: the candidate pays as they progress, not in one upfront block. The all-in fee remains the same; only the payment schedule changes.

Other funding routes (if eligible)

  • CITB Skills Build and other CITB project funding for specific qualifications (eligibility changes year to year).
  • Apprenticeship funding where the NVQ is delivered as part of a construction apprenticeship programme.
  • Devolved-nation funding: Skills Development Scotland for Scottish candidates, Welsh Government skills funding for Welsh candidates, where applicable.

Why we don’t publish a fixed price list

NVQ pricing on the open web is rarely a like-for-like comparison. A “low” headline price advertised by one provider might exclude awarding-organisation registration, certificate fee, mileage to site, or the CITB-grant achievement documentation. The candidate or employer ends up paying those separately. We quote one all-in figure for the qualification, once we have confirmed the level, the role, the site location and the CITB Levy status. That avoids the hidden-fee surprises common in this market.
