Who needs SMSTS vs the Black Manager CSCS card / NVQ route?
SMSTS is a 5-day CITB health and safety training course for site managers. The Black Manager CSCS card is a competence card issued on the back of an NVQ Level 6 in Construction Site Management. They are different credential types and most senior site managers hold both: SMSTS evidences current H&S training; the Black card evidences competence in the manager role.

SMSTS: a training course, valid for 5 years
The Site Management Safety Training Scheme is the 5-day CITB course built around the legal duty a site manager carries on a UK construction site. It covers the Construction (Design and Management) Regulations 2015, the Health and Safety at Work etc. Act 1974, contractor control, temporary works management, risk assessment and method statement management, plant and lifting operations, fire prevention and incident investigation. SMSTS is a knowledge-based course assessed by in-course exercises and an end-of-course exam. The certificate is valid for 5 years and is renewed by attending the 2-day SMSTS Refresher within the validity window. SMSTS evidences that the holder has had the relevant safety training; it does not by itself evidence that the holder is competent as a site manager.
The Black Manager CSCS card: a competence card from an NVQ
The CSCS Black card (officially the ‘Manager’ card) is issued by the Construction Skills Certification Scheme. It evidences that the holder is competent as a construction site manager, on the strength of a recognised manager-level qualification. The standard route is an NVQ Level 6 in Construction Site Management. Some senior managers reach the Black card through a higher-level qualification, including the NVQ Level 7 in Construction Senior Management, a Level 6 NVQ Diploma in Construction Contracting Operations Management, or a degree in construction management paired with the CIOB Member route. The Black card is a competence card. It is issued on completion of a portfolio-based qualification that assesses real management work, not a classroom course. Validity is 5 years and renewal is by re-applying with current evidence of competence.

Which one do I actually need?
Match the credential to the duty:
- SMSTS only. Suitable for a working site manager whose employer does not require the Black card at PQQ. SMSTS evidences the H&S training that the role demands.
- Black card only. Rare in practice. A senior manager who has held the Black card for years still needs current H&S training, so most also hold SMSTS.
- Both SMSTS and the Black card. The standard expectation for senior site managers, project managers and contracts managers working with Tier 1 main contractors. SMSTS evidences current safety training; the Black card evidences the underlying competence.

The NVQ route to the Black card
The standard NVQ that unlocks the Black Manager card is the NVQ Level 6 Diploma in Construction Site Management. It is a portfolio-based qualification, assessed in the workplace by an MPTT assessor rather than in a classroom. The portfolio gathers evidence of the candidate’s real management work over a 6–18 month assessment period: planning and managing the construction phase, allocating work and resources, monitoring and controlling progress, managing health and safety, managing the project handover. The candidate also has to pass the CITB HS&E Test at the Managers and Professionals level. What about SMSTS vs NEBOSH?
NEBOSH (National Examination Board in Occupational Safety and Health) is a separate qualification body covering general health and safety. NEBOSH qualifications (the General Certificate, the Construction Certificate, the National Diploma) are knowledge-based safety qualifications that go deeper than SMSTS but are not the construction industry’s standard site manager certificate. SMSTS is the CITB-accredited course that Tier 1 main contractors specifically look for at PQQ for site managers. NEBOSH is more common for SHEQ managers, advisors and consultants who carry a safety advisory role rather than a line manager role. The two are complementary, not competing. Some senior site managers hold SMSTS, the Black card and NEBOSH together.
Common scenarios at PQQ
How the three credentials line up at tender pre-qualification:
- Site manager, mid-sized contractor. SMSTS in date is usually enough. The Black card is a plus but not always specified.
- Project manager, Tier 1 main contractor PQQ. Both SMSTS and the Black Manager card are typically specified. The PQQ may also ask for an in-date CITB HS&E Test pass.
- Senior project manager / contracts manager on a major scheme. SMSTS, the Black card, and frequently a NEBOSH Construction Certificate or equivalent SHEQ qualification.
- Owner-manager of a subcontractor business. SMSTS plus the Director’s Role for the board-level safety duty. Many also hold the Black card on the back of an NVQ Level 6 or 7.
The route most senior managers take
For an experienced site supervisor stepping up to site manager, the typical sequence is:
- Attend the 5-day SMSTS course. Get the certificate. Start working in the site manager role.
- Pass the CITB HS&E Test at the Managers and Professionals level.
- Enrol on the NVQ Level 6 in Construction Site Management. Build the portfolio in the workplace over 6–18 months while running real projects.
- On NVQ completion, apply to CSCS for the Black Manager card.
- Refresh SMSTS every 5 years. Re-apply for the Black card every 5 years.
